General Engineering and Environmental Management Services 29 <br />legacy of waste disposal at White Street and the numerous residential areas <br />adjacent to the landfill, the City decided to close the landfill to MSW waste and <br />construct a transfer station to haul the waste out of the county to a private landfill. <br />In 2007, HDR developed a Construction & Demolition (C &D) Landfill Master Plan to <br />assist the City in weighing its options with respect to continual disposal operations <br />on -site. This evaluated anticipated landfill fill dates under varying waste acceptance <br />rates and landfill capacities. This work included the submittal of Permit Modifications <br />for Phase III to increase the waste side slopes from a 4- horizontal to 1- vertical to a <br />3- horizontal to 1- vertical. <br />LANDFILL GAS <br />HDR conducted a study of Greensboro's unlined Phase II gas system in 2001 to <br />identify potential enhancements in collection efficiency and to provide insight on <br />improved operations. In 2002, HDR designed the landfill gas collection system <br />for Phase III. This design required the addition of a skid - mounted flare and <br />blower system that would allow the City to either flare the landfill gas or <br />integrate it into Phase Ill's transmission pipeline to Cone Mills. The flare and <br />blower system was bid and constructed in 2002 along with Phase A of the <br />landfill gas collection system. <br />HDR also assisted the City in its annual air quality reporting from 2000 to 2005 <br />and currently provides this service. This includes assisting the City in performing and submitting its air quality toxics <br />modeling. HDR is currently providing oversight for the landfill staff on a weekly basis to ensure good operation of its <br />landfill gas systems and compliance with New Source Performance Standards (NSPS) and National Emission Standards <br />for Hazardous Air Pollutants (NESHAP) regulations. <br />TRANSFER STATION <br />HDR was selected for the Design & Permitting of the Transfer Station and <br />development of an RFP to solicit proposals for hauling and disposing of the <br />City's Municipal Solid Waste (MSW). <br />Included at the 10 -acre facility site is a 20,000 square foot Surface <br />Sand Filter (SSF). This constructed SSF facility provides stormwater <br />quality treatment and controls peak rates of discharges. <br />Immediately adjacent to the SSF is the MSW trailer staging area, a high <br />use area with 15 over - the -road semi - trailers at any given time. A curb <br />and gutter collection system collects runoff from this area and the scale <br />house, citizen's recycling center, 32,000 -sf. Building, and all drives. <br />Page 14 IM <br />
