2' <br />General Engineering and Environmental Management Services <br />Greensboro, North Carolina <br />HDR has a long, professional history of providing quality <br />engineering and Solid Waste Management services to the City of <br />Greensboro. HDR and the City of Greensboro have worked <br />together on solid waste issues since the late 1980's. At that time, <br />HDR was hired to develop a vertical expansion over a portion of the <br />White Street Landfill. The project was unique in that the vertical <br />expansion was designed to include the installation of a liner and <br />leachate collection system over approximately 85 acres of <br />previously landfilled area prior to expanding vertically. The area <br />designated as Phase I had previously been constructed utilizing the <br />trench method of landfilling, which resulted in large areas settling and pending of surface water. The liner design was to <br />act as a cap over the closed landfill, preventing future infiltration of surface water, while serving as a bottom leachate <br />collection system for the vertical expansion. After extensive negotiations between City and HDR staff and the NCDENR, <br />the regulatory agency allowed the City to operate a vertical landfill expansion in the area utilizing land clearing and inert <br />debris material. This provided fill material to eliminate the pending of surface water and promote positive drainage away <br />from the site. <br />PLANNING ACTIVITIES <br />From the initial design activities in Phase I, HDR developed a Master Plan of the site to provide for proper <br />implementation of proposed facilities including disposal cells, borrow operations, site buffers, and areas for leachate and <br />gas management systems. This plan identified the additional properties that the City would need to acquire to provide <br />adequate waste disposal capacity in the most economical manner. The Master Plan resulted in the acquisition of <br />additional properties that increased the total landfill facility to an area of approximately 767 acres. <br />:. In 1991 and 1992, HDR conducted a "Before and After' Waste <br />k- <br />Stream Composition Analysis for the City as part of a U.S. EPA- <br />funded study of the effectiveness of public education on reducing the <br />g ' ` amount of solid waste generated by individual households. During <br />the spring of 1991, wastes collected from F <br />250 homes in a target neighborhood and <br />250 homes from a control neighborhood <br />were manually sorted under the direction solid waste: <br />of HDR staff into 22 categories at the a source Reduction <br />White Street Landfill. Utilizing the initial : <br />education program <br />Residential Waste Stream 9 , <br />Characterization study data, HDR recommended that the City <br />target yard waste, disposable w <br />paper products, junk mail, and food waste for source reduction. Upon completion of 4 ' <br />the initial Waste Stream Characterization portion of the project, the City initiated a �*'�' _ <br />P P 1 Y <br />Solid Waste Education Program to all residents in the target neighborhood. During r� <br />the spring of 1992, HDR repeated the process of hand - sorting and weighing the _ <br />waste components generated by the 250 target households and 250 control <br />households included in the study. The data collected during the 1992 Residential N - <br />Waste Stream Characterization Study was analyzed and compared with the 1991 <br />baseline indices.
