16 <br />General Engineering and Environmental Management Services <br />PROPOSAL HIGHLIGHTS <br />HDR has formatted this proposal in a manner to ensure compliance with the County's RFQ, and also to expedite your <br />review of our Qualifications information. This section provides an overview of our submittal, explains our approach to <br />serving Orange County, and emphasizes some key reasons we think HDR is the best team for Orange County. We are <br />proud of our staff and industry expertise, and we hope it shows! <br />HDR Overview— The Overview section includes a brief corporate background of HDR and highlights our longstanding <br />North Carolina solid waste experience. HDR is an employee -owned company providing engineering solutions to public <br />sector clients like Orange County for over 90 years. We remain one of very few full - service, solid waste firms in the <br />nation. <br />To supplement our team, we've included Resource Recycling Systems, Inc. (RRS). RRS has a proven track record <br />with Orange County. An overview of the firm is included at the end of the section. <br />Project Understanding— This section reiterates our understanding of your solicitation, and also explains our approach <br />to serving clients in an on -call contract arrangement. HDR has been doing solid waste work in the Carolinas since the <br />1970s, and our core business is providing all facets of solid waste planning, permitting, design, and construction services <br />to city and county government. We are at our best when we collaborate with our clients from the planning stages all the <br />way through to certification of the project. One of our best skills is finding ways for clients to save money. Often times, <br />key decisions made at the inception of a project are the defining moments when the financial course is set — and HDR <br />brings vast experience to the table. <br />Project Experience — The Project Experience section starts with a summary of some of the award winning solid waste <br />projects HDR has led in recent years. Following that is a brief description of projects completed by HDR's Carolinas <br />team. We have documented our capabilities through a combination of showcased project examples that cover services <br />similar to those requested by Orange County. The first section focuses on comprehensive solid waste services we've <br />provided to Carolinas clients. Contact information for key references is included at the end of each write -up. After that <br />we've included some national projects in the categories of waste to energy, waste reduction and recycling, and facilities <br />such as MRFs and recycling centers. There are also project sheets for a few RRS projects at the end of the Experience <br />section. <br />Project Team — The strength of our company is our people. HDR's experience, gained through the hard work of <br />dedicated staff, is what differentiates HDR from most other consultants. Your RFQ is for general engineering and <br />environmental services, so we've included numerous categories of work and the key staff that are associated with that <br />type of work. The Project Team section starts with an organization chart outlining key staff we have selected for work <br />with the County. Joe Readling, PE, VP will be the Project Director, supported by Bob Rella, PE, SVP as Project <br />Principal. Joe is HDR's solid waste section manager in the Carolinas with over 24 years of experience. In addition, Joe <br />was recently named as HDR's national Landfill Practice Leader where he coordinates HDR's resources related to landfill <br />services on a national level. Bob is HDR's east region manager for solid waste and facilities. In his east region role, Bob <br />is intimately familiar with HDR's resources as well as keeping abreast of solid waste industry trends both nationally and <br />abroad. Joe and Bob have worked together for over 15 years in the Charlotte office and will ensure that Orange County <br />gets the needed resources. <br />You'll see as you review our Project Team section that we've showcased a lot of resources. Understand that our <br />Carolinas team located in Raleigh and Charlotte has great depth and experience, and will coordinate the day -to -day <br />contact with the County and do the lions share of the work on most projects. We've included many of our national <br />resources on the team to demonstrate to the County that our experience is a real differentiator for HDR. That does not <br />mean we will load up your projects with expensive experts from far and wide.
