Box 8181 <br />Hillsborough, NC 27278 <br />SUBJECT: Request for Qualifications No. 5162 <br />Orange County General Engineering and Environmental Management Services <br />Dear Ms. Jones and Selection Committee: <br />HDR Engineering, Inc. of the Carolinas (HDR) would like to thank you for the opportunity to present our Statement of <br />Qualifications for General and Environmental Management Services related to Orange County's (County) solid waste <br />program. We have enjoyed our past working relationship with County staff on the development of state -wide solid waste <br />regulations through the NCSWANA Chapters Policy and Technical Committees. <br />Our submittal outlines our firm's local and national experience and reputation as a leader and innovator in the planning, <br />design, and implementation of solid waste projects. HDR's national resources, coupled with our east coast solid waste <br />design team located in Charlotte and Raleigh, provides Orange County with a comprehensive project team widely <br />respected in the industry. We have further enhanced our team with the addition of Resource Recycling Systems, Inc. <br />(RRS) as a subconsultant. In summary, HDR offers three key benefits to the County: <br />Capability. Engineering News- Record ranked HDR #2 in Solid Waste for 2009. We are an experienced national <br />firm with an outstanding, local, qualified team. Locally, our team has maintained a strong presence and <br />involvement in the local chapter of the Solid Waste Association of North America (SWANA) to maintain a <br />heightened awareness of regulatory requirements and technological advancements to better serve our clients. <br />HDR remains one of very few firms that continue to grow in the solid waste consulting industry. <br />Sustainable Solutions. HDR's commitment to sustainability goes beyond the internal choices we make everyday. <br />Innovation through sustainable practices and design is also part of our commitment to sustainability. The goal of <br />sustainable design in the built environment is to move the bar higher. A good definition of sustainability is the act of <br />balancing the environmental, social, and economic needs (the "triple bottom line") of the built and natural <br />environments for present and future generations. These principles can be applied to every type of project, <br />including the design of landfills and other waste facilities. Landfills can be environmental stewards by minimizing <br />their impact on the environment. HDR has available an evaluation tool that can help maximize the County's 'triple <br />bottom line .0 It is referred to as Sustainable Return on Investment (SRO1). This evaluation tool can help identify <br />the impacts of different options that go beyond costs. SRO1 monetizes the non -cash social and environmental <br />costs and benefits in order to measure the triple bottom line of a project. <br />Cost-Effective Planning and Design. As a recognized leader in solid waste facility planning, design, and <br />construction, HDR is uniquely qualified to support Orange County with its solid waste projects.
