Ms. Trulock assisted in developing a Solid Waste Management Plan document <br />based on multiple technical memos prepared throughout multiple phases of this project. <br />HDR was retained by Rapid City to update the Citys Solid Waste Master Plan. The tasks of <br />the project included summarizing current and projected system needs in terms of capacity <br />and define the operational issues and program changes to be addressed in the next 20 years; <br />to assess current operational practices and future requirements; to evaluate site use <br />alternatives; and to evaluate technologies and waste management activities for possible <br />inclusion in the Solid Waste Management Plan; to work with the City to prepare a system <br />definition based on the evaluation of technical and economic factors, decisions, features; <br />define the need for additional land, future development requirements, and the organization of <br />those features into a functionally efficient strategy; and to provide a short-and long -term plan <br />for solid waste management, incorporating the City and public inputs and including an <br />implementation plans for the key elements. <br />Solid Waste System Evaluation, City of Hialeah, FL. Project Manager. Ms. Trulock is <br />serving as Project Manager for this ongoing collection efficiency study. Ms. Trulocks <br />primary responsibilities encompass the operational and customer outreach aspects of the <br />collection system evaluation. The operational and customer outreach aspects of the project <br />include: modeling the current collection system, performing an operational benchmarking, <br />obtaining customer feedback through customer surveys, identifying potential alternatives to <br />the collection system, modeling alternatives, evaluating impacts of alternatives, and <br />obtaining stakeholder feedback regarding alternatives. The financial aspects of the project <br />include: performing a financial benchmarking, preparing a revenue sufficiency analysis, <br />developing an allocated cost -of- service study, developing rate design alternatives, <br />developing projected customer statistics, developing projected solid waste system expenses, <br />developing projected revenues, and integration of the five -year capital improvement plan. <br />Non -HDR Project Experience <br />Solid Waste Collection Procurement, Town of Davie, FL. Procurement Assistance. Ms. <br />Trulock assisted in evaluating the Towns existing residential and commercial solid waste <br />collection system and conducting a solid waste, recyclables and yard waste collection <br />procurement. Ms. Trulock assisted in evaluating potential system changes, including <br />converting to automated or semi- automated collection for single - family residential <br />households and converting to a pay -as- you -throw bag system. Once all options were <br />analyzed, Ms. Trulock assisted the Town in developing the procurement documents and draft <br />agreement. <br />Solid Waste Commercial and Residential Collection Procurement Assistance, Miramar, <br />FL. Procurement Assistance. The City of Miramar had not re -bid its solid waste collection <br />contract in nearly 20 years. Ms. Trulock assisted the City in preparing a presentation to the <br />City Cormnission that evaluated the prior experience of the vendors that had submitted <br />proposals. She also consulted with the City on mechanisms to make up for revenue shortfalls <br />resulting from a decline in the monthly charge that the Citys franchise fees were based upon. <br />Ms. Trulock assisted the City in negotiating a contract with the selected vendor, and she <br />developed the actual terms and conditions of the contract document. Miramars collection <br />contract was particularly complex as a result of the Citys inter -local agreement with Broward <br />County. <br />Collection Procurement, Sarasota County, FL. Pre - Procurement Assistance. Ms. Trulock <br />provided pre - procurement assistance which included conducting a rate study of similar <br />collection contracts, evaluating various procurement approaches and developing a schedule <br />and timeline for integrating all the various implementation activities. She also assisted in <br />drafting essential sections of the procurement documents including the scope of services and <br />evaluation criteria and assisted the County in drafting a new contract. <br />Allison S.
