Allison S. Trulock <br />Senior Project Manager <br />Education Professional Experience <br />B.S. Political Science and Ms. Trulock is a Senior Project Manager with more than 12 years of experience in the solid <br />Economics, Florida State <br />University, 1996 996 waste industry. Ms. Trulock specializes in solid waste and recyclables collection options <br />evaluations and efficiency studies, procurement assistance, and ordinance review and <br />HDR Tenure development. Ms. Trulock's collection options evaluation experience includes evaluating <br />1 Year the potential for legal challenge, financial analyses, impact on rate payers and level of <br />service, and administrative complexity of implementing changes to collection systems. Her <br />Industry Tenure collection efficiency experience includes route observations and balancing, benchmarking, <br />13 Years cost analysis and public /stakeholder outreach. Her procurement experience includes assisting <br />communities in drafting procurement documents, developing selection criteria, <br />benchmarking, evaluating proposals and developing presentations. <br />Ms. Trulock is a member of HDRs internal EECBG and Green Project Stimulus Funding <br />Task Force, with an emphasis on renewable energy. The HDR Task Force has been tracking <br />Energy Efficiency and Conservation Block Grant ( EECBG) initiatives since they were <br />signed into law in 2007. The HDR Task Force continues to closely monitor federal actions <br />relating to EECBG as well as the State Energy Program, including funding amounts, <br />approaches for distribution, and requirements for applicants. Ms. Trulock is also a member <br />of HDRs internal Sustainable Policy & Funding Research Team, which tracks grant, loan <br />and other funding opportunities from the Stimulus Package as well as the Omnibus Spending <br />Bill, related to energy efficiency and conservation as well as renewable energy. This HDR <br />Task Force also tracks legislative initiatives and changes impacting our clients. Ms. Trulock <br />has assisted clients with grant application packages, identifying alternative funding sources, <br />and has assisted in the facilitation of workshops to develop effective objectives and <br />strategies for grant pursuits. <br />Ms. Trulock has developed, reviewed and revised comprehensive solid waste and zoning <br />ordinances for numerous communities including, Sarasota County, FL; Bloomsburg, PA; <br />Lakeland, FL; Escambia County, FL; Orlando, FL; Lamar Comity, GA; Dalton - Whitfield <br />SWA; and Boca Raton, FL. She is particularly skilled in making revision recommendations <br />to address policy and program changes. In addition, Ms. Trulock is experienced with <br />managing national and regional data collection projects and related database design <br />activities. <br />HDR Project Experience <br />Solid Waste Management Program Evaluation, City of Concord, NC. Project Manager. <br />Ms. Trulock is currently serving as Project Manager for this on -going collection efficiency <br />study. The scope of this project encompasses the development of a baseline for the current <br />operations of the system, including current average set -out rates; length of each route; <br />amount of time spent on the route by each vehicle; turn- around time for disposal; vehicle <br />downtime; on -route productivity; and current staffing levels /configuration. These metrics, <br />along with other system components, will be benchmarked with similar communities. <br />Potential system alternatives will be indentified, and then evaluated. The evaluation of <br />potential modifications will include annual O &M and estimated capital costs, as appropriate; <br />estimated payback period; potential for legal challenges; ability to meet City financial <br />obligations; impact on rate payers; impact on level of service; and administrative complexity <br />
