ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: May 18, 2010 <br />Action Agenda <br />Item No. /-' (^ <br />SUBJECT: General Engineering and Environmental Management Services Contract <br />DEPARTMENT: Solid Waste Management PUBLIC HEARING: (Y /N) No <br />ATTACHMENT(S): <br />Agreement (Under Separate Cover) <br />INFORMATION CONTACT: <br />Gayle Wilson, Solid Waste Management <br />Director, 968 -2885 <br />Pam Jones, Asset Management & <br />Purchasing Services Director, <br />245 -2650 <br />PURPOSE: To approve a three -year agreement for general engineering and environmental <br />services with HDR Engineering, Inc. of the Carolinas for professional engineering services for <br />the Solid Waste Management Department. <br />BACKGROUND: The Solid Waste Management Department has long maintained professional <br />engineering and consulting services in support of the various environmental management <br />projects, functions and facilities. The Department has utilized several different firms over the <br />years to support the ongoing and recurring need for engineering and environmental consulting <br />services to perform tasks beyond the limited capability of the Department. The work of the <br />consultant includes anticipated permitting, monitoring and compliance issues and unplanned <br />regulatory or other technical services as may arise. The Department anticipates that initial work <br />contemplated under this agreement may include: <br />• Design, permitting and construction management of the closure of the municipal waste <br />landfill <br />• Development of a post - closure plan <br />• A compliance and operational audit of County waste management operations /facilities <br />• Construction and Demolition landfill permit renewal and Phase II design and permitting <br />Other services may include: <br />• Development of a revised facility master plan for Eubanks Road <br />• Preparing drawings, calculations, evaluations, estimates, assessments, etc. <br />• Preparation of presentation material for public meetings including AutoCAD drawings, <br />poster boards, renderings, etc. <br />• Planning, financial and operations analysis <br />• Convenience center/ recycling drop -off site improvements design <br />• Interpretation of rules /legislation relating to County operations /facilities <br />
