Planning Board had considered the Class A Special Use Permit. Rather than con- <br /> sidering it as a Planned Development-Office Institutional , the Planning Board <br /> treated the request as a Class A Special Use Permit in a Rural Residential area <br /> under provisions of Article 4 of the Zoning Ordinance. Such an interpretation <br /> would bring it within the same type of uses as substations, utility stations, <br /> switching stations, telephone exchanges and water and sewer treatment plants. Mr. <br /> Collins described the property and its location. Mr. .Coilins continued, saying, <br /> the Planning Board recommended approval as a Class A Special Use Permit in a Rural <br /> Residential area because all the Zoning Ordinance requirements had been met. Mr. <br /> Collins added that the Planning Board also considered the request as a Class A <br /> Special Use Permit for a Planned Development-Office Institutional , as advertised <br /> and requested, and "found that it met all the requirements with the exception that <br /> it did not comply with the Land Use Plan." Mr. Collins said Staff's recommendation <br /> to the Planning Board was that it could not consider this request under the provisions <br /> of Article 4 of the Zoning Ordinance and that if it did so readvertisement was <br /> necessary. Mr. Collins cited the precedent of the Commissioners ' granting the <br /> PD-OI classification and use to Duke Power Company for its site on Homestead <br /> Road in Chapel Hill . The Planning Board recommended against changing the Land Use <br /> Plan. <br /> Commissioner Whitted clarified the issue saying this request was for a <br /> Class A Special Use Permit for a PD-OI and was advertised as such and the public <br /> hearing was held on that request, not for a Class A Special Use Permit as provided <br /> for under Article 4 of the Zoning Ordinance, in a Rural Residential District. <br /> The County Attorney said, in his opinion, that the use Piedmont Power <br /> plans for that area is more intensive than just "substations" and that there <br /> would be more traffic generated than for a substation. <br /> Commissioner Willhoit moved, seconded by Commissioner Walker, to close <br /> the Public Hearing on the Class A Special Use Permit by Piedmont Power Company <br /> for a PD-OI on NC 86 in Hillsborough.
