Ms. Obie has deeded, through her
daughter Naomi Riley Bell, her interest in the house sited on the property to
Mr. John Sealye. Mr. Sealye wishes to remove the house from the property and
restore the house for historic purposes. Mr. Laws told the Board that since 'the
County owns the property vt must in accordance with General Statutes dispose of
,
property in one of three ways: 1) sealed bid; 2) public auction; and, 3) negotiated
offer with upset bid.
Mr. Sealye asked that the County make an exception in this particular
instance since he had estimated about $8,000 to move the house, much more than
it is worth. Chairman Whitted told Mr. Sealye that the County does not have that
flexibility under, North Carolina General Statutes.
Chairman Whitted continued saying, the County Attorney should do two things:
1) establish a procedure for determining the County's interest in the house; and, 2)
obtain from Ms. Obie a release of her interest in the real property.
Commissioner Willhoit moved, seconded by Commissioner Lloyd, to have the
i
Attorney accomplish (1) and (2) above and to dispose of the house via a negotiated
Off— upset bid; removal of the house contingent upon its being restored for
historic purposes. Vote: Ayes, 5; noes, 0.
Announcement: Chairman Whitted announced that the Board would host a
reception and dinner on Thursday, December 9th at the Carolina Inn for Municipal
