GROWTH PLAN <br />AND CALLING FOR PREPARATION OF <br />AN INTERLOCAL AGREEMENT <br />WIIEREAS, Orange County and the Town of Hillsborough have worked cooperatively to <br />prepare a Strategic Growth Plan for areas surrounding the Town of Hillsborough; <br />and <br />WHEREAS, a Strategic Growth Plan Report (dated November, 2006) has been produced as a <br />result of this initiative, documenting existing conditions, constrauits, and <br />opportunities, and suggesting Patterns for Junsdretion over land management <br />policies and regulations; and <br />W73EREAS, the Report provides a framework for additional discussions regarding jurisdiction <br />and land use patterns; and <br />Vi~f1ERF.AS, a map has been prepared, attached to this Resolution, suggesting general areas <br />where low-density development and/or conservation should be given priority, and - <br />suggesting a conceptual area for consideration as Iillsborough's future limits for <br />~, services and annexation; <br />NOW THEREFORE BE TT RESOLVED by the Hillsborough Town Boazd of Commissioners <br />that the November Strategic Growth Plan is hereby accepted as statement of conditions and <br />source of policy recommendations for consideration and continued discussion. <br />BE 1T FURTHER RESOLVED that the attached map, "Proposed Hillsborough Services / <br />Annexation Area, Orange CountyrTown of Hillsborough Coordinated Planning Area" dated <br />January 16, 2007, is accepted as a conceptual starting point for subsequent discussions about <br />jtuisdictionai patterns. <br />BE TF FURTHER RESOLVED that the Orange County Board of Commissioners and the <br />Hillsborough Town Board of Commissioners- agree to initiate discussions intended to develop, <br />for execution, an Interlocal Agreement The provisions to be covered by this Interlocal <br />Agreement shall include but not be limited to the following: <br />o. Preparation of a m,~a indicating formal and legally binding changes to Hillsborough's <br />_ Extraterritorial 3urisdiction (ETJ). The starting point for discussion about these changes <br />shall be recommendations in the November 2006 Strategic Growth Plan Report. <br />b. Preparation of a a1 indicating a jointly agreed-upon boundary for land that can be <br />considered for future annexation by the Town of Hillsborough. The starting point for <br />discussion about this boundary shall be the Annexation Boundary recommended in the <br />November 2006 Strategic Growth Plan Report. <br />,.., <br />As Recommended by Hillsborough Planning Board, I/18/07 <br />
