~~s-~-aa~--a~~ <br />~~ <br />RESOLUTION ACCEPTING A STRATEGIC GROWTH PLAN <br />AND CALLING FOR PREPARATION OF <br />AN INTERLOCAL AGREEMENT <br />WHEREAS, Orange County and the Town of Hillsborough have worked <br />cooperatively to prepare a Strategic Growth Plan for areas <br />surrounding the Town of Hillsborough; and <br />WHEREAS, a Strategic Growth Plan Report (dated November, 2006) has <br />been produced as a result of this initiative, documenting <br />existing conditions, constraints, and opportunities, and <br />suggesting patterns for jurisdiction over land management <br />policies. and regulations; and <br />WHEREAS, the Report provides a framework for additional discussions <br />regarding jurisdiction and land use patterns; and <br />WHEREAS, a map has been prepared, attached to this Resolution, <br />suggesting general areas where low-density development <br />and/or conservation should be given priority, and suggesting <br />a conceptual area for consideration as Hillsborough's future <br />limits for services and annexation; <br />NOW THEREFORE BE IT RESOLVED by the Orange County Board of <br />Commissioners that the November Strategic Growth Plan is hereby <br />accepted as statement of conditions and source of policy <br />recommendations for consideration and continued discussion. <br />BE IT FURTHER RESOLVED that the attached map, "Proposed Hillsborough <br />Services /Annexation Area, Orange County/Town of Hillsborough <br />Coordinated Planning Area" dated January 16, 2007, is accepted as a <br />conceptual starting point for subsequent discussions about jurisdictional <br />patterns. <br />BE IT FURTHER RESOLVED that the Orange County Board of Commissioners <br />and the Hillsborough Town Board of Commissioners agree to initiate <br />discussions intended to develop, for execution, an Interlocal Agreement. <br />The provisions to be covered by this Interlocal Agreement shall include but <br />not be limited to the following: <br />
