The Orange county aoaro of commissioners met in special session on monuay, <br />June 21, 1982, at 8:OD P.M. in the Meeting Raom, Municipal Building, Chapel - <br />!Hill, North Carolina. <br />Commissioners present: Chairman Richard E.:Whitted, and Commissioners <br />Norman Gustaveson, Shirley E. Marshall, Norman Walker and Don Willhoit. <br />The purpose of the meeting was a budget work session; Chairman Whitted <br />presided and introduced the Honorable Anne C. Barnes, Prange-Chatham Representative <br />to the North Carolina House. Representative Barnes presented a report on the <br />Appropriations Bill now under consideration by the North Carolina Senate and <br />passed by the House an this date.and that Bill's effect on local government bud- <br />gets. <br />Chairman Whitted thanked Representative Barnes for her timely report; she - <br />added that she would return the following evening for a further up-date. <br />The Finance, Director, Wallace Harding, presented the latest revenue figures <br />for the County. - <br />Or. Dan Lunsford, Assistant Superintendent for Instruction in the Orange <br />County Schools, provided the Board with information on costs for reshingling <br />C.W. Stanford School. <br />Dr. Pamela Mayer,. Superintendent of the Chapel Hill-Carrboro Schools, told <br />the Board that State action in its budget deliberations reduced that school <br />system's budget request by about $139,422.00 and that its budget would be balanced <br />by a district tax of $.148/$100. After consultation with the County Manager, Or. <br />Mayer said based on the collection rate for that district the schools' budget <br />could be balanced by a District Tax of $.146/$100. <br />Chairman Whitted suggested moving $144,760 from the $244,760 Contingency to <br />Revenue; and, noting that the State had eliminated merit increases for its employees <br />this fiscal year, suggested that the County place $1D5,527 for merits into -. <br />Revenue. Responding to Board questioning, Mr. Harding •. said that approximately <br />i <br />$733,000 was in fund balance. • <br />Commissioner Whitted further suggested funding $100,000 far C.W. Stanford <br />for reshingling; $126,000 for A.L. Stanback; $lOD,000 for schools' current operating <br />
