~~~( <br />Ms. Insko directed her response to the Board and said the Commission was not <br />lobbying for anything; the Commission's concerns are issues that affect women, <br />particularly unskilled women, for example availability of day care. <br />Rape Crisis Center: Ms. Katherine Morrison, Treasurer for the Center, pro- <br />vided the Board with a brief review of the past year's activities and programs, <br />number of assaults reported, contacts made. The Board asked what percentage .of <br />staff time was spent in fund raising; Ms. Morrison .replied that she did not <br />know, but that reporting procedures were being implemented this year which would <br />provide that information. <br />Commissioner Whitted said that the General Legislature had passed a Victim's <br />Compensation Bill the previous year to aid in medical expenses incurred by victims <br />yet none had been submitted from NCMH. Ms. Morrison said the Center had publicized . <br />that resource and did not. know why no requests had been submitted. <br />Some Board members asked about duplication of services; Ms. Morrison said <br />the Center worked closely with Social Services, Protective Services Division. <br />The Board thanked Ms. Morrison :for coming to request the full funding amount. <br />Coalition For Battered Women: Ms. Connie Renz, Director, reviewed th~ three <br />aspects of this Coalition's programs: 1) Advocacy; 2)~Community Educact~ion; and, <br />3) Shelter program. Ms. Renz said the Shelter Program was responsible for the <br />requested increase in funding. Ms. Renz said the Coalition made its space in the <br />Shelter Program available to the Department of Social Services. She added that 95% of <br />those seeking shelter t~~ere fret Northern grantee. <br />The Board thanked Ms. Renz for her presentation and request. . <br />Women's Health Counseling: Ms. Brenda Edwards, Director, and Ms. Rose Metts, <br />Board member, provided the Board with a brief review of this program's activities. <br />Responding to a question about possible duplication of services offered by the <br />Health Department, Ms. Edwards said a donation of $1.00 was requested from each <br />participant and the Health Counseling service was able to spend at least an hour <br />of time with each client, more than the Health Department is able to provide. .Com- <br />missioner Willhoit, Board of Health member, noted that the case load for the Health <br />Department was so heavy that there were needs not being served in that Department. <br />Commissioner Whitted cited the duplication of services assessment done by HSAC <br />which Hated there was no duplication of services, prior to the Women's Health <br />Counseling being funded the first time. <br />Ms. Edwards and Ms. Metts were thanked for their responses and report. <br />
