The Orange County Board of Commissioners met in special session on Wednesday dune 10, 1982, at 7:30 P.M. in the Commissioners' Room, Orange County Courthouse, ^l.~ Hillsborough, North Carolina. -~- Commissioners present: Chairman Richard E. Whitted and Commissioners Shirley E. Marshall, Don Willhoit and Commissioners Norman Gustaveson and Norman Walker (Commissioners Gustaveson and Walker arrived at 8:04 P.M.). The pdorpose was a Board work session..on the budget for 1982-83. Sheriff's Department: Ms. Beverly Whitehead, Personnel Director, reviewed for the~Board a study she had made of staffing needs for the Sheriff's Department. Sheriff Knight told the Board a major problem was the transportation of men- tal patients from NCMH; he added that the sheriff's Association had complained about the .transportation of mental patients. The Sheriff is requesting two new patrolers and two new jailers. Sheriff Knight said he would not be able to live with the Manager's recommended supply budget for his department. Sheriff Knight was thanked for his comments. EMS: Mr. Bobby Baker, Emergency Services Director, provided the Board with an update of this department's training schedule. He said the IV tr•.aining was an schedule with certification far July. Emergency Management:'. Mr. Baker reviewed this department's budget with the Board. Chairman Whitted asked that Mr. Baker review the Emergency Management Plan with the Board of Commissioners after the budgetary process. Chairman Whitted said the Board would like to know what's available and to review its disaster plan. Commission on Women: Ms. Verla Insko, Coordinator for the Commission on Women, told the Board she and her Commission members were present to respond to S' questions. Ms. Insko said she is content with the Manager's recommended budget. She added that the Commission on Women would like to meet with the Commissioners - . later this year. _. Ms. Mary Copeland: Asked permission. to address the Board. She said the Com- mission an Women was a waste of money; that the $18,000 budgeted for the Commis- Sion could be better spent on schools. She said the Commission on Women was lobbying ~ for passage of the Equal Rights Amendment.
