Pollitzer summarized the preliminary findings of the Needs Assessment CMwdttee.. <br /> for the Board. She noted that the highest priority was in the realm of the financial <br /> and economic opportunities. <br /> The Board set April 1, 1982, at 7:30.P.M. in the Lincoln Center Board Room <br /> in Chapel Hill as the date for a work session on the Needs Assessment Report prior <br /> to its being presented to the Board of Conmi.ssirmers in final form. <br /> . 3. NACo legislative omferenee Report: Un Commissioners each gave a <br /> short report on the activities and sessions of the NACo legislative c7mference <br /> held in Febniary in Washington, D.C. Chairman Mlitted said 'funding levels were still <br /> unsure for the human services programs. CUMMIssioner Gustaveson said the '82 budget <br /> was "ignored" and the '83 budget was not discussed with regard to the Federal fund- <br /> ing levels. He added it was difficult to plan because fending levels were so uncer- <br /> tain. Cmmissioner Wil7hoit reviewed several Resolutions MCb passed, including <br /> Resolutions on drunk driving and apposing the abolishment of the Department of Energy. <br /> O=rLissianer WilJhoit said the "losers" will be the poor and the elderly under the <br /> -President's budget. Commissioner Marshai� said that Edwin.Meese said that reducing- <br /> Federal taxes will increase the property tares. She said that North Carolina seems <br /> to be -in the forefront in working with the local governzTen-s_ Cwm_issiwer Marshall <br /> added that the census figures showed that the %xyren and particularly elderly wmai <br /> were "falling into poverty at an alarming rate;" , and that this group was especially <br /> affected by the block grants along with black women who are at the highest risk. <br /> Co=nissi.oner Walker said we were getting what we had been asking for--hat the Federal <br /> Government "get out of local" funding; he added that the reductions would oome in <br /> '83 and that this gave us time to seek "im-,ovative ways to get revenue for programs." <br /> Chairman Whitted said the President's plan would "gut" all. the social programs in <br /> 1983-and he cited the example of the WIN program and the AFDC recipients who are <br /> required to register for jobs with the Employment Security Ooimmission although <br /> the offices in Orange County are closed. ChaIMMan Whitted said the New Federalism <br /> would make it difficult to meet local needs in the 1983 budget. <br /> E. Items for Decision By Board: <br /> 1.
