Mr. Smith is a contractor who applied to participate <br /> in your Cr ity Development Program under the direction of Mr. Kittrell. <br /> At the time be applied he was requested to go through the normal, procedure <br /> that everyone else goes through and he did that. After having completed <br /> all the information and turned -n the application, he was granted the <br /> right to participate in the CO Program. .. It is my understanding and pre- <br /> dicted on the letters I have here both frcid HUD and from the references <br /> that your Ctmninity Program sent out, that there uh these references were <br /> sufficient to justify participation. Mr. Smith proceeded to work in the <br /> program; submit his request for a bid, he did that, and was rewarded a <br /> bid for rehabilitatin g a home. That hone was cm-pleted; there was a 5 <br /> i <br /> day overrun. There wasn't any cost over--run. But there was a 5 day <br /> over-run which is normal. You and I know that the Federal Government <br /> especially the Pentagon, has over--runs not only.in terms of time, but <br /> in terms of hundreds of millions of dollars.
