1. <br /> UUJ7l. <br /> 2. <br /> 3. <br /> 4. Commissioner Gustaveson noted that the stated goal of the <br /> 5. Efland Ruritan Club (the other bidder for the property) was public <br /> 6. recreation and if both parties were agreeable to restrictions <br /> 7. such restrictions would not be unilaterally imposed. <br /> 8• Commissioner Willhoit said there was some disagreement over <br /> 9• the real value of the property; that if the property sold for <br /> 10. closer to its appraised value ($45,000 for land and $45,000 for <br /> 11. buildings) then restrictions would not be proper. <br /> 12. Chairman Compton said the Board of Education had never <br /> 13. received a request for that property from the Board of Commis- <br /> 14. sioners until after the property was placed up for bid. Com- <br /> 15. missioner Gustaveson disagreed saying that further public use <br /> 16. of that property had been part of the planning sessions with the <br /> 17• Board of Education for several years. <br /> 18. The Board of Education reiterated its opinion that it was <br /> 19. too late to place restrictions on the sale of the property. <br /> 3. Commissioner Willhoit restated the Board of Commissioners' <br /> 1. feeling that the high bid for the property ($45,100 at this <br /> 22• time) was low but would be acceptable to the Board of Commis- <br /> 23- sioners if subject to certain assurances regarding public <br /> 24. accessibility and a reversion clause as explained by Commissioner <br /> 25. Gustaveson, Commissioner Willhoit said this was a question of <br /> 26. public trust for public property and that stipulations on the <br /> 27. sale would document that trust for the public. Mr. Efland said <br /> 2 8. the Board of Education was an "elected body" and would "exercise" <br /> 29. its "responsibility" at the "point of sale. " <br /> 30• Mr. Paribault, Jr. , said he had concerns about the use of <br /> 3 1- the property; he felt it should be used by all members of the <br /> 12. community and should benefit all the community. <br /> 3. Mr. Haithcock moved to adjourn the joint meeting with the <br /> 34. Board of Commissioners; Mr. John Thomas Walker seconded that <br /> 35. motion. Vote; Ayes, 12; noes, 0. <br /> 36. <br /> 37.
