The Orange County Board of Commissioners met in special <br /> 7. joint session with the Orange County Board of Education on Friday, <br /> 8. January 22, 1982, at 12:00 P.M. (Noon) in the Board of Education <br /> 9. Meeting Room, 200 East King Street, Hillsborough, North Carolina, <br /> 10. The purpose of the meeting was to discuss the Efland Elementary <br /> - l. School property. <br /> 1.2. <br /> Commissioners present: Chairman Richard E. Whitted (who <br /> 13. <br /> arrived at 12:15 P.M.) , and Commissioners Norman Gustaveson, <br /> 14• <br /> Shirley E. Marshall, Norman Walker and Don Willhoit. <br /> 15. <br /> Board of Education Members present: Chairman Oscar Compton, <br /> 16. <br /> and members Lindsay Efland, Walter Faribault, Jr. (who arrived <br /> It. <br /> at 12:15 P.M.) , James Rae Freeland, Norman Haithcoak, Max <br /> 18. <br /> Kennedy and John Thomas Walker, <br /> 19. <br /> Chairman Compton called the meeting to order and said there <br /> 20. <br /> would be an executive session on other matters following this <br /> 21. <br /> meeting for the Board of Education members. <br /> 22. <br /> Vice-chairman Gustaveson told the Board of Education members: <br /> 23. <br /> that the Board of Commissioners had some concerns about the <br /> 24. <br /> School property. Commissioner Gustaveson asked if the Board of <br /> 25. <br /> Education could build in assurance of accessibility for the public <br /> 26. <br /> to the property and if there could be a reversion clause in the <br /> 27, <br /> sales contract which said if the property was no longer used for <br /> 28. <br /> recreation purposes the County or Board of Education would first <br /> 29. <br /> have opportunity to buy it. <br /> 30- <br /> Chairman Compton said the Board of 'Education had discussed <br /> 31. <br /> stipulations on the sales contract at the October 5, 1981, meeting <br /> 32, and had felt that would be too restrictive; now, the Board of <br /> 33. <br /> Education thought that it was too late to place restrictions on <br /> 34• the sale. <br /> 35. The Board of Education Attorney, Mr. Rogers, said such <br /> 36. <br /> stipulations should have been part of the notice of sale and <br /> 37. could not be unilaterally imposed on the sale at this time. <br /> 38. <br /> 39. <br /> 40. <br />
