2. 3. MINUTES 4. JANUARY 22, 1982 5. 6. The Orange County Board of Commissioners met in special 7. joint session with the Orange County Board of Education on Friday, 8. January 22, 1982, at 12:00 P.M. (Noon) in the Board of Education 9. Meeting Room, 200 East King Street, Hillsborough, North Carolina, 10. The purpose of the meeting was to discuss the Efland Elementary - l. School property. 1.2. Commissioners present: Chairman Richard E. Whitted (who 13. arrived at 12:15 P.M.) , and Commissioners Norman Gustaveson, 14• Shirley E. Marshall, Norman Walker and Don Willhoit. 15. Board of Education Members present: Chairman Oscar Compton, 16. and members Lindsay Efland, Walter Faribault, Jr. (who arrived It. at 12:15 P.M.) , James Rae Freeland, Norman Haithcoak, Max 18. Kennedy and John Thomas Walker, 19. Chairman Compton called the meeting to order and said there 20. would be an executive session on other matters following this 21. meeting for the Board of Education members. 22. Vice-chairman Gustaveson told the Board of Education members: 23. that the Board of Commissioners had some concerns about the 24. School property. Commissioner Gustaveson asked if the Board of 25. Education could build in assurance of accessibility for the public 26. to the property and if there could be a reversion clause in the 27, sales contract which said if the property was no longer used for 28. recreation purposes the County or Board of Education would first 29. have opportunity to buy it. 30- Chairman Compton said the Board of 'Education had discussed 31. stipulations on the sales contract at the October 5, 1981, meeting 32, and had felt that would be too restrictive; now, the Board of 33. Education thought that it was too late to place restrictions on 34• the sale. 35. The Board of Education Attorney, Mr. Rogers, said such 36. stipulations should have been part of the notice of sale and 37. could not be unilaterally imposed on the sale at this time. 38. 39. 40.
