Benedict, AICP, Planning Director <br />Shannon Berry, AICP, Special Projects Planner <br />oats: May 6, 2010 <br />Re: Overview of Schools Adequate Public Facilities Ordinance (SAPFO) & Effect of Pre-K <br />At the request of the Board of County Commissioners, staff provided a memorandum on April <br />20, 2010 outlining the issues affecting both school districts in Orange County with regard to <br />Pre-K education. The memorandum presented the Pre-K enrollment numbers provided by <br />both school districts. There continues to be discussion on Pre-K and questions about the <br />implications to the County-wide Schools Adequate Public Facilities Ordinance (SAPFO). <br />This memorandum is provided as a brief synopsis of the components of SAPFO, and what <br />impacts, if any, providing Pre-K has on SAPFO. <br />SAPFO & Memorandum(s) of Understanding (MOU) <br />In 2003, Orange County and the Towns of Carrboro, Chapel Hill, and Hillsborough adopted <br />ordinances addressing the adequacy of public school facilities and accompanying <br />Memorandums of Understanding (MOUs) for the implementation of the ordinances. The <br />purpose of the SAPFO system is to ensure that school construction keeps pace with growth <br />and need. The system aids in capital improvement programming through reporting and <br />projections. <br />The MOUs include standards for reporting the membership and capacity numbers of each <br />school. "School Membership" means the actual number of students attending, based on <br />enrollment. "Building Capacity" is determined by joint action of the School Boards and the <br />Orange County Board of Commissioners and by reference to State guidelines and School <br />District guidelines. Mobile classrooms and other temporary classroom spaces do not count <br />toward building capacity. The updated School Construction Standards adopted by the Board <br />in 2007 address the "capacity generating" spaces for each level of school.
