Benedict, AICP, Planning Director <br />Shannon Berry, AICP, Special Projects Planner <br />oats: May 6, 2010 <br />Re: Response to Chapel Hill -Carrboro City Schools Memorandum dated April 1, 2010 <br />On April 1, 2010- Chapel Hill-Carrboro City Schools (CHCCS) sent a memo to Craig <br />Benedict, Orange County Planning Director, providing the comments and concerns of the <br />CHCCS Board of Education with regard to 2010 Annual SAPFOTAC Report. The Board did <br />not have any recommended edits to the plan. However, they did have some concerns <br />regarding the projected need of Elementary School #11 and the timeliness of the <br />incorporation of the updated Student Generation Rates approved late last year. Below is <br />staff's response to the memo. <br />CHCCS Elementary School #11- <br />The Board of Education expressed concem about the projected need for Elementary School <br />#11 with the 2012-13 school year and the time frame associated with completing the <br />development of the school. In addition, the Board expressed concern regarding the denial <br />of CAPS (Cert~cates of Adequate Public Schools) requests should enrollment numbers <br />continue to increase and additional school capacity is not available. <br />Staff notes that the SAPFO anticipates the timing of both new residential development and <br />the timing of new schools may need to be adjusted to comport to a financially feasible <br />Capital Improvement Plan (CIP). Therein, residential development may be deferred until the <br />timing and opening of new capacity can be achieved. This is the premise of synchronizing, <br />to the best of the County's fiscal abilities, both student projections and school construction. <br />New residential development. in the CHCCS School District may be affected by school <br />capacity in coming years.
