<br />Section II <br />Chapel Hill Carrboro School District <br />Elementary <br />The previous year (2008) projections for November 2009 at this level were overestimated by 187 <br />students. The actual change was a decrease of 83 students. Over the previous eight (8) years, <br />this level has shown varying increases in growth. From 2001 unti12003, growth steadily <br />increased; however, in 2004, the increase suddenly fell to an increase of only 3 additional <br />students. In years since 2004, with the exception of this year, student membership has increased <br />by over 100 students per year. The projections show the need for Elementary School #11 in <br />2012-13, versus 2011-12 as projected last year. A site has been identified for Elementary School <br />#11 and permitting is nearly complete. Efforts are underway to identify construction funding. <br />In 2007, State Statutes were amended so that effective the 2009-2010 school year, children <br />entering kindergarten must be five years old by August 31st of the year starting school, versus <br />the previous statewide policy date of October 16th. Effective this school year, this policy change <br />resulted in a 45 week enrollment period as opposed to the typica152 week enrollment period. <br />Consequently, there was a substantial drop in kindergarten enrollment. Enrollment for 2010-11 <br />will include the typica152 week enrollment period, which will significantly increase <br />kindergarten enrollment from 2009-10. Based on projections for 2009-10, 859 kindergarteners <br />were projected to start the school year. However, with the enrollment date change, the <br />kindergarten total for 2009-10 is artificially low and should be adjusted for 2010-11. The 7 week <br />reduction in 2009-10 amounts to 112 students based on the 859 students projected for <br />kindergarten in 2009-10; those 112 students would then be added to the projected 2010-11 <br />kindergarten membership. The projection models have been modified to address the additional <br />kindergarteners that should be entering the school system next year. <br />Middle <br />The previous year (2008) projections for November 2009 for this level were overestimated by 50 <br />students.
