V. Plan Maintenance <br /> The OCHM Team will monitor the plan to measure effectiveness and recommend future <br /> changes that may need to be incorporated. Following plan adoption, it is important to <br /> continually track the progress of the action items and evaluate how the mitigation strategies <br /> contained in the plan work. The OCHM Team will meet on an annual basis in October of each <br /> year to evaluate the plan and ensure any necessary changes are made. Orange County's <br /> Planning Director shall take the lead in ensuring that an on-going process of monitoring the <br /> Hazard Mitigation Plan occurs. The Planning Director will be responsible for tracking progress <br /> as implementation occurs and submitting an annual report to the Hazard Mitigation Team prior <br /> to the annual meeting. <br /> The Director of Orange County's Planning Department will also serve as Mitigation <br /> Coordinator of the plan. It shall be the responsibility of Orange County's Planning Director to ' <br /> convene the OCHM Team for the purposes of plan review on at least an annual basis, as <br /> described above. The OCHM Team will also meet when the Orange County Planning Director <br /> deems necessary to review, update and prepare a report of the status of the mitigation progress. <br /> This report should include: a review of the goals, accomplishments,revisions, discussions on <br /> why any goals are not met,why projects may be behind schedule,recommendations for new <br /> projects and review new disasters that may have occurred. Prior to finalization of the report, <br /> the public will be invited to comment. Public comments will be solicited via the local <br /> government websites, on which the Hazard Mitigation Plan will be posted,and via a public <br /> notice published in the relevant newspaper(s). The OCHM Team will ensure the following <br /> questions are adequately addressed at the annual meetings and included in the resultant update <br /> report: <br /> 1. Do the goals and objectives address current and expected conditions? <br /> 2. Has the nature or magnitude of risks changed? <br /> 3. Are the current resources appropriate for implementing the plan? <br /> 4. Are there implementation problems, such as technical,political, legal, or coordination issues <br /> with other agencies? <br /> S. Have the outcomes occurred as expected? <br /> 6. Did the agencies and other partners participate in the plan and planning process as <br /> proposed? <br /> Additionally, a formal update of the plan shall be completed every 5 years. Orange County's <br /> Planning Director will be responsible for convening the OCHM Team to undertake the formal <br /> update. At a minimum, the formal update will include an analysis of changes in development <br /> within the county and the participating municipalities and an analysis of any changes in <br /> vulnerability to natural hazards and appropriate mitigation strategies that can be enacted to <br /> address vulnerabilities. <br /> 59 <br />
