Critical Facilities <br /> A critical facility is any facility that if destroyed or damaged to the extent it cannot be <br /> utilized, a severe life,health, or safety impact on the public would be created. To a certain <br /> extent most or all roadways and bridges within the county could be considered critical <br /> facilities if they were damaged and alternate access was not available. However, for the <br /> purposes of this Hazard Mitigation Plan, the focus shall be on buildings. <br /> The hospital within Orange County, which is af�liated with UNC-Chapel Hill, is located <br /> within the municipal limits of Chapel Hill. The Town of Chapel Hill has prepared a <br /> separate Hazard Mitigation Plan. There are several critical facilities within Orange County, <br /> Carrboro, and Hillsborough including fire stations, emergency management operations, and <br /> law enforcement offices. Both Hillsborough and Carrboro operate their own police I <br /> departments. Each department operates from its own building within its respective <br /> municipal limits. Carrboro also operates its own fire department which is housed separately <br /> from the police department. Hillsborough and the unincorporated areas of Orange County <br /> rely on nine separate volunteer fire departments for fire suppression services. There are 11 <br /> volunteer fire stations located within the county. <br /> Orange County's Emergency Services Department, which operates out of its own facility, <br /> provides disaster response,EMS (Emergency Medical Services), and 9-1-1 services for the <br /> unincorporated area and the municipalities. <br /> 3. Analysis <br /> Population tends to be concentrated in the municipal areas (Chapel Hill, Carrboro, and <br /> Hillsborough)of the county. Therefore, these areas of more dense population would likely <br /> suffer a greater impact from a hazard event, in terms of human and structural measures, <br /> than the unincorporated portions of the county. The unincorporated portions of the county <br /> contain a relatively large population,in terms of the actual number of people,but the <br /> population is not densely concentrated. <br /> Orange County and Carrboro have regulations in place to prevent new construction in flood <br /> hazard areas. Both of these jurisdictions contain structures within flood hazard areas that <br /> were constructed prior to adoption of the new regulations. Additionally, these jurisdictions <br /> limit development in areas of steep slopes. The Town of Hillsborough historically has <br /> restricted development less than other jurisdictions and therefore administers a less <br /> 42 <br />
