Resolution of Adoption <br />INFORMATION CONTACT: <br />Craig Benedict, Planning, 245 -2592 <br />Shannon Berry, Planning, 245 -2589 <br />Clint Osborn, Emergency Services, <br />245 -6135 <br />PURPOSE: To approve a resolution adopting the Orange County Hazard Mitigation Plan <br />Update as approved by the Federal Emergency Management Agency (FEMA). <br />BACKGROUND: In October of 2000 the President of the United States signed into law the <br />"Disaster Mitigation Act of 2000" (PL 106 -390) to amend the "Robert T. Stafford Disaster Relief <br />and Emergency Act of 1988" which requires local governments to adopt a mitigation plan in <br />order to be eligible for hazard mitigation funding. In order to remain eligible for funding, each <br />local government's hazard mitigation plan must be updated and adopted every five years. <br />Furthermore, the North Carolina General Assembly approved Senate Bill 300: An Act to Amend <br />the Laws Regarding Emergency Management as recommended by the Legislative Disaster <br />Response and Recovery Commission, which became effective June of 2001. Among other <br />provisions, the legislation requires local governments have an approved hazard mitigation plan <br />in order to receive state public assistance funds. <br />Orange County with its partner jurisdictions of the Town of Carrboro and the Town of <br />Hillsborough developed the Orange County Hazard Mitigation Plan in accordance with State <br />and Federal requirements. The plan was approved by the State and FEMA and adopted by the <br />BOCC on October 25, 2004. <br />In accordance with State and Federal regulations, the Orange County Hazard Mitigation <br />(OCHM) Team, which consists of representatives from Orange County Planning and <br />Emergency Services Departments, the Town of Carrboro and the Town of Hillsborough, began <br />the required plan update in the latter half of 2008. Collectively, the OCHM Team evaluated <br />current conditions, hazard occurrences within Orange County since the original plan was <br />adopted, and the mitigation goals included within the adopted plan. The Team determined that <br />many of the components of the adopted plan were still applicable and changes were not <br />
