Letter from Hillsborough Karen Lincoln, Planning, 245-2580 <br />Craig Benedict, Planning, 245-2592 <br />Clarence Grier, Financial Services, 245-2453 <br />PURPOSE: To consider budgeting $4,055 in Fiscal Year 2010 - 2011 to provide the required <br />20% local match fora Congestion Mitigation and Air Quality (CMAQ) grant for capital <br />improvements. <br />BACKGROUND: In May 2009, the BOCC approved a resolution endorsing a Congestion <br />Mitigation and Air Quality (CMAQ) grant agreement with the North Carolina Department of <br />Transportation (NCDOT) for: <br />• A transit shelter at the Durham Technical Community College park and ride lot; <br />• Four (4) bicycle racks installed on Orange Public Transportation (OPT) buses; and <br />• Three (3) years operating assistance for an intra-Hillsborough transit route. <br />The grant agreement is still in effect and may need to be amended to reflect anticipated <br />emissions reductions of the new transit route, which would run less frequently (one trip per hour <br />instead of two trips per hour during peak hours) than the proposed transit service approved in <br />Orange County's grant application. However, the change in the transit service would not require <br />a new grant application. <br />The Hillsborough Town Board of Commissioners voted to commit the 20% local match required <br />by provisions of the grant for Orange County's project C-4932 to fund three years operations of <br />an intra-Hillsborough transit route. The action resulted from discussion at the joint meeting of <br />Orange County and Hillsborough Commissioners on February 18 of this year. Hillsborough <br />committed the full 20% match for three years. The first year transit service local match of <br />$21,880 will be reflected in the Town's draft budget document with proposed adoption in mid- <br />June. Hillsborough wishes to provide the route "fare-free" for the initial three-year period. <br />FINANCIAL IMPACT: Orange County would be responsible for 20% ($4,055) of the $20,275 <br />estimated total cost to purchase and install the transit shelter and the four bicycle racks for OPT <br />buses.
