Fikes, 919-245-2490 <br />PURPOSE: To adopt a resolution approving the 2010 - 2015 Consolidated Housing Plan for <br />Orange County, North Carolina. <br />BACKGROUND: The Consolidated Plan for Housing and Community Development Programs <br />in Orange County is a five-year document required by the U.S. Department of Housing and <br />Urban Development (HUD) for all communities receiving HOME funds and Community <br />Development Block Grant (CDBG) entitlement funds (Chapel Hill). The Plan details housing <br />needs of very low income, low income and moderate-income families and special population <br />groups in addition to outlining the strategies and plans for addressing those needs. <br />Additionally, the Consolidated Housing Plan can serve as the foundation for the development of <br />a long-range, strategic affordable housing plan for Orange County. The last Plan was <br />completed in May 2005 for years 2005 - 2010, thus a new plan is needed for the upcoming <br />five-year period (2010 - 2015}. The plan must be submitted to HUD by May 14, 2010. Below is <br />the schedule for plan development. <br />Public Hearing -Town of Chapel Hill February 3, 2010 <br />Public Hearing -Orange County February 2, 2010 <br />Community Consultations February -early April, 2010 <br />Completion of Draft Documents April 5, 2010 <br />Public Comment Period April 9 -May 12, 2010 <br />Plan Approval May 6, 2010 <br />Plan Submitted to HUD May 14, 2010 <br />W. Frank Newton, Inc. with consultation with County and Town staffs has developed the 2010- <br />2015 Consolidated Plan. An Executive Summary of the Plan is attached to this abstract and <br />the full plan is available at http://www.co.orange.nc.us/housing/info stats.asp. <br />A public comment period as required by HUD was established for April 9 -May 12, 2010 by <br />notice in the Chapel Hill Herald.
