2 <br />This spring marks the fourth year that the HPC has partnered with the Historical Foundation of <br />Hillsborough and Orange County to sponsor a photo contest. (Please see Attachment #2) <br />Leonard Vogel, a member of the HPC and the North Carolina Society of the American Institute <br />of Building Design (AIBD), arranged for the AIBD to donate $300 for prize money. All submitted <br />photos will be on display in the Museum during the month of May, and contest winners will be <br />announced in front of the historic courthouse during the May "Last Fridays" event. The HPC will <br />also operate a booth at "Last Fridays" with information on the green components of <br />preservation. <br />National Historic Preservation Month also offers an opportunity for Orange County and local <br />partners to reflect on successful efforts to preserve the built environment and associated <br />heritage. In March 2007, the National Trust selected the Town of Hillsborough as one of <br />America's Dozen Distinctive Destinations. The historic Alexander Dickson House serves as the <br />Visitor's Center for the Town of Hillsborough and the headquarters for the Alliance for Historic <br />Hillsborough. The logo for the Chapel Hill/Orange County Visitors Center and the Orange <br />County Economic Development Department features elements of symbolic historic buildings <br />from the three municipalities -Chapel Hill, Carrboro and Hillsborough. <br />Other examples of preservation activity include: <br />• Setting up a booth at the Town of Hillsborough's "Last Fridays" event during May with <br />materials on the green components of preservation; <br />• Sponsoring cultural and archaeological surveys of future County park sites as part of the <br />master design process, and developing new approaches to share the information from <br />those surveys with the public; <br />• Demonstrating a commitment to historic resource stewardship by recognizing that the <br />existing buildings at County park sites are irreplaceable assets and maintaining those <br />buildings for future use; <br />• Recognizing the need to improve building energy efficiency while maintaining historic <br />character by repairing historic windows and repairing and replacing storm windows on <br />the Cate Farm House at the future Twin Creeks Park; <br />• Including a chapter on cultural and archaeological resource protection as part of the <br />Natural and Cultural Systems Element of the 2030 Comprehensive Plan; <br />• Publicizing and promoting the County's Local Landmark program, an honorary <br />designation program for local properties with historic and architectural significance; and <br />• Considering ways to make more history engaging and accessible to the public, such as <br />participation in a pilot digitization project with the North Carolina Digital Heritage Center. <br />These examples represent a sample of the County's efforts to promote historic preservation <br />and to use preservation for local economic development and coalition building, demonstrating <br />this year's theme, "Old is the New Green". <br />FINANCIAL IMPACT: There is no financial impact associated with consideration of the <br />proclamation. <br />RECOMMENDATION(S): The Manager recommends that the Board 1) approve the <br />proclamation designating the month of May as National Historic Preservation Month with the <br />theme, "Old is the New Green"; 2) authorize the Chair to sign the proclamation; and 3) extend <br />an invitation to the public to participate in the upcoming events. <br />
