The FAQ provides detail about not only the restrictions, but also the process of implementation and a tentative hearing date. A brochure version of the FAQ has been developed and distributed at select sites, such as Animal Control, the Animal Shelter, the Government Services Center, and the Gateway Center. A flyer has been distributed throughout the County at various locations by Animal Control Officers. These are the same locations where rabies vaccination clinic dates are routinely posted. Also, a display advertisement will appear in the News of Orange and News of Orange Extra during the week before the proposed amendment is scheduled for a BOCC meeting. An initial media release was sent out on April 30, 2008. The advisory informed the public of the tentatively scheduled date (May 20, 2008) and referenced the websiite for additional information. Another media release will be distributed the week prior to the actual BOCC meeting date. The proposed amendment would become effective June 1, 2009, in order to allow effective public outreach and education. Pending the adoption of the ordinance; Animal Services staff will prepare and implement a public relations plan for that time period. In addition, the amendment stipulates that only warnings would be issued fnr lack of compliance with the tethering restrictions during the six -month period following the date that the ordinance actually becomes effeective. Thus, the amendment itself would actually not be fully enforced until January 1, 2010. FINANCIAL IMPACT: There is no direct cost associated with the review and consideration of the proposed ordinance amendment The costs of administering and enforcing the new tethering provisions, if enacted, are believed to be readily absorbed within the Animal Services departmental budget and staffing complement This expectation is based upon discussions with animal control authorities in other jurisdictions with similar tethering regulations and the belief that effective public relations and outreach can faciirdate a transition in standards of animal care. Costs will be incurred during the twelve -month period of public education and outreach. Staff expects that the total costs will -not exceed $1,500 and that these monies will largely be used for display advertisements. RECOMMENDATION(S): The Manager recommends that the BOCC conduct a public hearing for the proposed ordinance amendment on the tethering of dogs and adopt the ordinance amendment.
