27 <br />V7 <br />coaNion said. She does not think that most people realize the conditions undw which <br />they find some of these animals. She thinks that education about proper tethering would <br />help the situation. <br />Josh Chapman Is 15 years old and was born and raised In Orange County. He <br />-has had dogs all of his fits, and said that just because a dog is on a chain does not mean <br />that ti will be depressed. He said that his chained dogs nm around and play and are <br />happy. He said that he had a dog that was in a pen and was not gaining weight and <br />barked all the time, and when the dog was put on a chain, it gained weight and stopped <br />barking. He asked the County Commissioners to please oppose the ordnance. <br />Commieskoner Nelson said that he would like to absorb all of this and take Time to <br />reflect and wait to make a decision. <br />Commissioner Carey agreed. <br />Chair Jacobs said that it would probably be on the June 3id agenda The public <br />asked for proper notice. <br />Chair Jacobs said that W the Board does not vote on it now, It will be scheduled <br />for June 3"d. <br />A motion was made by Commissioner Nelson, seconded by Commissioner <br />Foushee to defer this item to June 31d on the regular agenda. <br />VOTE: UNANIMOUS <br />19 <br />
