186 <br />2 <br />The abstract regarding the creation of the Tethering Committee and its charge from the BOCC <br />Is included in an appendix of the Commitl ee's Final Report and Proposal for Onfnance <br />Amendment As outlined in that charge, the Tethering Committee has coordinated with the <br />ASAB to address the issue of tethering and prepare any recommendations for ordinance <br />amendment that are made to the BOCC. <br />These recommendations were formally approved by the ASAB at its August meeting by a nearly <br />unanimous vote. At that meeting, the ASAB requested that staff put together a set of <br />recommendations for minimum kennel sizes for dogs housed by means of kennel or fence to <br />accompany the Tethering Comm'ittee's report Based on research from other North Carolina <br />jurisdictions, as well as recommendations from nationally recognized organizations such as the <br />Humane Society of the United States, staff recommended guidelines for minimum kennel size <br />for dogs of different sizes and weights in an attached memorandum (dated . September 10, <br />2007). The ASAB unanimously recommended these recommendations at its meeting in <br />September. <br />As previously noted, this is the final report of the Tethering Committee and it is requested that <br />the BOCC receive and review the attached Report and Proposal for Ordinance Amendment. <br />Members of the Countys Tethering Committee and the ASAB will be present at the work <br />session to discuss their work and the materials presented. <br />FINANCIAL IMPACT: None <br />RECOMMENDATION(S): The Manager recommends that the BOCC formally receive and <br />review the Tethering Committee's Reportt and Proposal for Ordinance Amendment; decide <br />whether to sunset the Tethering Committee, and provide staff with direction regarding the <br />amendment of the County's Animal Ordinances. <br />
