125 <br />IQ <br />Tethering Committee Report <br />July 30a', 2007 <br />In addition, the Committee is making these recommendations recognizing that that the pry for <br />its proposal m change Orange County's animal ordinances is compelling. More specifically, <br />numerous jurisdiction m North Carolina and around the United States (including four states) have <br />successfiully implemented tethering prohibitions or restrictions and lave found them to be both <br />enforceable and efii ctive in reducing animal cruelty complaints and dog bite incidents. <br />Given the charge it received from the Board of County Commissioners, the Tethering Cow is <br />submitting its recaommendations to the Animal Services Advisory Board, the appointed citizen body <br />that advises the County regarding animal service matters. In tarn, the-Animal Services Advisory <br />Board will decide what, if any, ordnance amendments to recommend to the Board of County <br />Commissioners, the County's legislative body. <br />
