96 <br />63 <br />Tcowndwe Meeting , 2007 <br />Page 2 <br />There was a lengthy discussion of what should be the time limit for permissible tethering. This <br />discussion took into account the enforceability of different time limits, their implications and <br />affect for animal care, and whether they would reasonably accommodate responsible pet owners. <br />It was decided that ffiree hours constituted the best time limit when considered from all angles <br />and thus should be the-Committee's recommendation. <br />In addition, there was a discussion of whether required minimal kennel sizes should be included <br />in the Committee's recommendation. The Committee decided that this was a critical issue but <br />that it could be left as separate issue to be considered by the Animal Services Advisory Board. <br />Finally, it was agreed that staff would prepare an unapproved working document for discussion <br />at the neat meeting of the Tethering Committee. <br />Meeting Adjourned 8:00 p.m. <br />
