Tethering Committee Inaugural Aleeifng <br />February 276, 2W7 <br />Page 2 <br />Meeting Schedule and Format: There was a discussion about the coordination <br />of the committee and whether staff should coordinate or a chair and vice chair <br />should do so.. In this context, it was noted that Animal Services Director Bob <br />Marotto would provide staff support, since the BOCC charge for the committee <br />indicates that he will be the principle staff member for this committee. It was <br />decided staff would coordinate this committee and that if a chair and vice chair <br />was needed at a later time it could be done. <br />Motion was made by Margie Huggins and seconded by Jean Connerat Austin to <br />approve staff coordinating this committee. VOTE: Unanimous <br />There was a draft schedule presented for this committee, which referred to four <br />types of meetings that could- be held within the three -month period during which it <br />was hoped that the committee's work would be completed. These meetings <br />would precede the presentation of any findings or recommendations to the ASAB <br />and subsequent steps involving the BOCC. <br />The four types of meetings specified for the Tethering Committee are: <br />Organizing Meeting (tonight) <br />Information Meeting(s) <br />Public Input/Comment <br />Discussion & Findings <br />Throughout this portion of the meeting, there was general discussion of the issue <br />of tethering. However, the focus was on agreeing on a process, as this was the <br />intent of this meeting to organize the work of the committee. <br />The meeting ended with a short presentation on tethering and the animal <br />ordinances that exist in Orange County. The presentation was based upon a <br />memorandum to the Tethering Committee from Bob that addressed the issue of <br />jurisdiction, reviewed the County's current ordinance, and reviewed a range of <br />more restrictive regulations (e.g., <br />Connecticut General Statues, New Hanover County, NC, Restraint Ordinance, <br />and St Paul, Minnesota, Ordinance). A short discussion then ensued about the <br />current enforcement of Orange County's ordinances as they related to the care <br />and welfare of dogs. <br />It was agreed that the committee would meet Wednesday, March 7, 2007 for an <br />information meeting. <br />87 <br />
