86 <br />43 <br />Animal Services Tethering Committee Meeting <br />Tuesday, February 27th, 2007, 7:30 to 9:00 p.m. <br />Meeting Summary <br />Location: John Link Govemment Services Center Conference Room, 200 South <br />Cameron Street, Hillsborough <br />OCTC Members and Staff Present: Kristine Bergstrand, DVM, Jean Connerat <br />Austin, Mary Dow, Margie Huggins, -Alan Koki, Michael Nelson, Suzanne Roy, <br />Kelly Sbowd,Animal Services Director Robert Marotto, Animal Control Manager <br />Irene Paul, and Office Assistant Lisa Smith. <br />OCTC Members Absent: Rachel Beckham <br />Others In Attendance: Drew Brinkley <br />Introduction of Committee Members and Staff: Each OCTC Member and staff . <br />Introduced him or herself. <br />Agenda Review: The proposed Agenda for this meeting was reviewed and <br />accepted. <br />Timetable and Process: Bob gave an overview of the process. The Board of <br />County Commissioners (BOCC) constituted this committee to go through this <br />process of-considering amendments of Orange County Ordinances. The <br />committee will bring recommendations to Animal Services Advisory Board <br />(ASAB). The ASAB advises both the Animal Services Department and BOCC on <br />matters of this kind. The ASAB will receive and review recommendations or <br />findings from the Tethering Committee and make any final recommendations to <br />the BOCC, which Is the policy making body for Orange County. <br />The background here from the standpoint of the ASAB is that the issue of <br />tethering was brought th ASAB last year. ASAB created a committee consisting <br />of ASAB Member Kris Bergstrand, and ASAB Member Jean Connerat Austin with <br />staff support to review these considerations. They first determined who should be <br />involved in this process. It became apparent the ASAB itself does not have the <br />authority to create a county committee consisting of individuals who are not <br />already members of the ASAB. Thus, the ASAB made a request to the BOCC to <br />create a Tethering Committee with a variety of defined membership positions. <br />At the recent BOCC meeting in February ail, the members for the Tethering <br />Committee were appointed. A timetable was proposed for this committee as a <br />part of that discussion. The understanding of this timetable is that by June 1 s4 <br />2007, there would be some recommendations or findings from the Tethering <br />Committee that would be presented to the ASAB for its consideration. <br />
