A chain or rope is not to be used in place of a lush when <br />walking dogs. <br />Sec. 3.4 (d) Reshaint: An animal is under restraint within the meaning ofthis chapter if it is <br />controlled by mesos of a leash, or is sufficiently near the owner or handler to be ®der his direct <br />control and is obedient to that person's command; or is on or within a vehicle being driven or <br />parked; or is within a secure enclosure.
