Li f- <br /> 4. <br /> was concerned with getting the appropriate standards, land use <br /> 5. plan, zoning ordinance and subdivision regulations, in place prior <br /> 6. to the extension of water and sewer to those areas of industrial <br /> 7. locations. <br /> g. Mr. Sim Efland also spoke in opposition to the extension of <br /> 9. the moratorium into Cheeks Township saying the Board was penalizing <br /> 10. those property owners. Ms. Barbour also protested the consideration <br /> 11. of the moratorium intobCheeks Township, saying there was not that <br /> 12. much growth in the area. <br /> 13. Commissioner Whitted said he felt there had been a good. <br /> 14. discussion tonight; however, he felt the issue was the development <br /> 15. of subdivisions occuring in the watershed. Unlike University Lake,Mr. <br /> 16. Whitted noted there was no public ownership of land around lake Ben John <br /> 17. son, development .occurred right up to the edge of the water. So, <br /> 18. with that preamble, Commissioner Whitted moved, seconded by Commissioner <br /> 19. Willhoit, to extend the moratorium on development in the Upper <br /> ?0, Eno Watershed until such time as the Water Resources Task Force <br /> ?1, goes through its process (that is, omiendments to the zoning ordinance <br /> 22, incorporating the recommendations of the Report and the public hearir; <br /> 23. necessary on those proposed amendments) and considered by this Board <br /> 24- for incorporation into the Zoning Ordinance. <br /> 25. Commissioner Walker asked if Commissioner Whitted would amend <br /> 26. his motion to extend the moratorium on development in the Upper Eno <br /> 27. watershed to those zoned areas only. Commissioner Whitted declined. <br /> 28. Vote Ayes, 3 (Commissioners Gustaveson, Whitted and Willhoit) ; <br /> 29. noes, 2 (Commissioners Barnes and Walker) . <br /> 30. For clarification, the Board noted that those eubdi.visions <br /> 31- in the process prior to November 17, 1980, is not active and any- <br /> 32. thing after November 17, 1981, is covered under the moratorium for <br /> 3. the duration of said moratorium. Those subdivisions falling within <br /> 34- those two dates are considered active for one year after their original <br /> 35. submission. <br /> 36.
