The Board thanked the architects for their presentations <br /> S• and asked that this item be returned to the 4th Monday meeting for <br /> 5. discussion of the proposals thus far. <br /> 7• Ms. Onie Evans said she was interested in the Museum as it <br /> 8• was now in the Old Courthouse. She said the Old Courthouse needs <br /> 9. repair work. She suggested the Board consider extending the New <br /> 10. Courthouse toward the Board of Education and also asked the Board <br /> 11. consider the Firestation across the street as courtroom space rather <br /> 12. than using the Old Courthouse. <br /> 13• Agenda Item E-6: Upper Eno Watershed <br /> 14- Commissioner Barnes gave the history of the University Lake <br /> 15• Watershed moratorium :and noted that the Town of Hillsborough had <br /> 16. requested some provision of protection for its watershed. Commis- <br /> 17• sioner Walker protested that the County had no zoning ordinance for <br /> 18. that area of the Eno watershed which extended into Cheeks Township <br /> 19• and that this consideration of a moratorium on development in the <br /> 20. Upper Eno Watershed would extend zoning into an- area which doesn't <br /> 21. desire zoning. The County Attorney, Geoffrey Gledhill, said this <br /> 22. was a temporary action,pending permanent action and "if you place <br /> 23• a moratorium on all subdivision in the Upper Eno Watershed and the <br /> 24. amendments `incorporating the recommendations of the Water Resources <br /> �5• Task Force Report% are adopted by the Board [of Commissioners/ then <br /> �0• the zoning ordinance will replace the moratorium where it :exists and <br /> 27° if unzoned it the moratorium/ will no longer exist." <br /> 28. Mr. Ben Lloyd spoke at length. in opposition to extending the <br /> 29* moratorium into Cheeks Township. He expressed concern at the pre- <br /> 30• vention of industry locating in that area. `Commissioner Gustaveson <br /> 31• told Mr. Lloyd that the issue is the protection of the water supply <br /> 32• for the Town of Hillsborough; that the Board of Commissioners was <br /> 33* in favor of industry locating in Orange County and had encouraged <br /> 34• industry; however, the point was to set standards so that industries <br /> 35. locating in the watersheds would not pollute or endanger the drinking <br /> 36. water for the Towns:;of Orange County. <br /> 37• Commissioner Gustaveson went on the record saying the Board <br /> 38. was not opposed to industry locating in Cheeks Township; the Board <br /> 39. <br /> 40. <br />
