34 <br />C. Joint Responsibilities: <br />1. Develop a plan for current Work First recipients, applicant, and Work First and Food <br />Stamp applicants convicted of Class H or I substance abuse felony offenses to access <br />substances abuse, mental health and developmental disabilities services. <br />2. Utilize the screening tool identified by DMH/DD/SAS and the Substance Use <br />Disorder Diagnostic Schedule (SUDDS) IV assessment tool. These standardized <br />tools are to be used by all programs receiving funds to implement this initiative. <br />3. Utilize the standardized consent form to facilitate confidentiality as provided by the <br />State Division of Social Services. <br />4. Annual cross training of staff. <br />5. Ensure that childcare and transportation are not barriers to accessing substance abuse <br />services. <br />6. Develop a reporting system ofnon-compliance by recipients pursuant to the <br />requirements of the Work First Substance Abuse Program. <br />III.. LIAISON: For the Orange County Department of Social Services, Yvette Smith, <br />Director of Economic Services, will serve as liaison under these MOA. For the Orange- <br />Person-Chatham Area Mental Health/Departmental Disabilities/Snbstance Abuse <br />Authority Tom Velivil, Service System Manager, will serve as liaison under MOA. <br />IV.
