Pedersen <br />Superintendent <br />RE: Need for Action on Elementary #11 <br />DATE: Apri120, 2010 <br />At the February 4, 2010 Board of Education meeting, our staff presented an <br />update on the schedule for Elementary #11. As you know, last year the project <br />was delayed due to concerns about the County's available debt capacity. The <br />project was supposed to start last August with the deconstruction and recycling <br />of the existing facilities. Recently generated SAPFO projections demonstrate the <br />need for the new school in the beginning of the 2012-13 school year. We <br />estimate that the entire deconstruction process and the construction of the new <br />school will take approximately twenty-four months. This means to meet the <br />SAPFO projections, we will need to commence work this summer. Accounting <br />for the appropriate lead time to permit bidding and mobilization, County funding <br />approval would be needed this spring: <br />Thanks to the initial design funding, we have successfully completed the project's <br />design and have received our special use permit from the Town of Chapel Hill. <br />This means that Elementary #11 is a shovel ready project. Current economic <br />conditions have resulted in our total project estimate being reduced by over $5 <br />million. In addition to the project cost reduction, the district is eligible for an <br />additional allocation of no or low interest Qualified School Construction Bonds <br />this year. This is the same program that is providing the financing program for <br />the Carrboro High School Arts Wing. This program can be used to help fund <br />Elementary #11 as well <br />The Board of Education is looking forward to a discussion at our upcoming joint <br />meeting with the County Commissioners to revisit and discuss the timeframe for <br />Elementary #11 funding. <br />• Lincoln Center, 750 S.
