Contract between the Rural Advancement Foundation International -USA and <br />Orange Countv for 2010 Tobacco Communities Reinvestment Fund Grant for Juicing <br />Equipment at the Piedmont Food and Agricultural Processing Center <br />The Board approved a contract between the Rural Advancement Foundation International - <br />USAand Orange County fora 2010 Tobacco Communities Reinvestment Fund Grant, <br />accepted $28,819 for juicing equipment for the Piedmont Food and Agricultural Processing <br />Center, authorized the Chair to sign subject to County Attorney review, and approved the <br />attached Capital Project Ordinance. <br />I. Fiscal Year 2009-10 Budget Amendment #9 <br />The Board approved budget and capital project ordinance amendments for fiscal year 2009-10 <br />for Grant Project Ordinances, Health Department, Department on Aging, Department of Social <br />Services, Orange County Schools Capital Projects Ordinance, and Economic Development <br />(Value-Added Processing Center Capital Project Ordinance). <br />m. Board of Commissioners Meeting Calendar for Year 2010 <br />The Board approved continuing to hold Board of Commissioners' Hillsborough area meetings at <br />the DSS Building (Department of Social Services Building), Hillsborough Commons, in <br />Hillsborough, N.C., until the Link Government Services Center's meeting room is renovated. <br />VOTE ON CONSENT AGENDA: UNANIMOUS <br />5. Items Removed From Consent Agenda <br />NONE <br />6. Public Hearings <br />a. Shuttle Transportation for Low-Income Orange Countv Residents for Job <br />Related Activities <br />The Board received public comments on a proposal from Essential Transportation <br />Services to provide transportation services for job related activities to low-income residents in <br />Orange County under the administration of the Orange County Department of Social Services, <br />and considered authorizing staff to proceed with the project if funded through a Job Access and <br />Reverse Commute grant from the North Carolina Department of Transportation. <br />Social Services Director Nancy Coston introduced this item. <br />Lisa Ward from Essential Transportation said that they have applied for a grant that is <br />funded through NCDOT. The grant is called the Job Access and Reverse Commute grant, <br />which was established to address the unique transportation challenges of low-income residents <br />seeking to obtain and maintain employment. She said that ETS proposes to fill the gap of <br />public transportation for these residents. There would be no cost to the County for this grant. <br />NO PUBLIC COMMENT <br />A motion was made by Commissioner Nelson, seconded by Commissioner Hemminger <br />to close the public hearing. <br />VOTE: UNANIMOUS <br />A motion was made by Commissioner Nelson, seconded by Commissioner Hemminger <br />to approve the application for the transportation services provided by ETS (if funded by the <br />JARC grant); and if the grant is awarded, authorize staff to negotiate an Agreement with ETS, <br />
