The Orange County Board of O mudssioners met in a special session <br /> with the Board of Aldermen of the `loom of Carrboro on Wednesday., September <br /> ' 30, 1981, at 7:30 P.M. in Roan 110, Car rboro Town Hall, Carrboro, North <br /> Carolina. <br /> 110 Commissioners present: Crntnissioner Anne Barnes, Chair, and Conmis- <br /> _.__.7,2. sioners Norman Gustaveson, Richard WE tied and Don Willhoib. <br /> 13• Cmumssione s absent: Cawassioner Norman Walker <br /> Carrboro Aldermen and Mayor:present: Mayor Robert Drakeford, and <br /> 15. Aldermen John Boone, Braxton Foushee, Ernie Patterson, Steve lose and Douglas <br /> 16. Sharer. <br /> 7•7• The purpose of the meeting was a special work session to discuss areas <br /> of interest as indicated in the Minutes below. <br /> Mayor Drakeford welcomed the Commissioners and County and Tbum Staff <br /> c'.0 to the meeting. <br /> Agenda Item 1: Joint P12Mk <br /> Mr. Jim Polatty, Orange County Planning Director, presented a report <br /> 23. on the status of the joint planning process among Orange County, Carrboro, <br /> 24. Chapel Hill and SSA. He stated the objectives of the joint planning process. <br /> 25. The Carrboro Board of Alderman and the Mayor said they wanted industrial <br /> 26• growth to increase the tax base for Carrboro. 7hey'asked the County to con- <br /> 27, sider ceding a portion of lard outside the Tom limits, now in the County <br /> ?_c3. planning jurisdiction, to Carrboro.for its control. The A1demmen and Mayor <br /> said there were industries which wanted to locate an Carrboro (just cutsjAe <br /> 3C• its jurisdiction) but would not when the industries learned the area was not <br /> 31. zoned industrial and was not under zoning control of Carrboro. <br /> 12. Mawr Drakeford suggested each Board appoint a sub-committee of turo <br /> members plus the planning directors of each governmental entity to explore <br /> 4. the areas of " nality" and to explore and resolve areas of disagreement. <br /> The Board of Commissioners said the joint planning process was set up to <br /> 36, do e%acllly those particular things, but that Cariboro had not been that in- <br /> 37- volved in the joint planning process thus far, therefore, the joint planning <br /> 33. ccnruttee did not know Carrboro had these ouncerns. <br /> 39. <br /> 4Q. <br />
