WHEREAS, women have been leaders, not only in securing their own rights of suffrage <br /> and equal opportunity, but also in the abolitionist movement, the emancipation movement, the <br /> industrial labor movement, the civil rights movement, and other movements, especially the peace <br /> movement, which create a more fair and just society for all; and <br /> WHEREAS, despite these contributions, the role of women in history has been <br /> consistently overlooked and undervalued, in the literature, teaching and study of American <br /> history; <br /> NOW, THEREFORE, we, the Board of County Commissioners of Orange County, North Carolina <br /> do hereby proclaim March 2010 as "WOMEN'S HISTORY MONTH" in Orange County and <br /> challenge County residents to observe this month with appropriate programs, ceremonies, and <br /> activities. <br /> THIS THE 2nd DAY OF MARCH, 2010. <br /> A motion was made by Commissioner Nelson, seconded by Commissioner Foushee to <br /> approve a proclamation recognizing March 2010 as Women's History Month in Orange County <br /> and authorize the Chair to sign. <br /> VOTE: UNANIMOUS <br /> 4. Consent Agenda <br /> A motion was made by Commissioner Nelson, seconded by Commissioner Hemminger to <br /> approve those items on the consent agenda as stated below: <br /> a. Minutes <br /> The Board approved the minutes from February 2 and 9, 2010 as submitted by the Clerk to the <br /> Board. <br /> b. Appointments — None <br /> c. Property Tax Refund <br /> The Board adopted a refund resolution, which is incorporated by reference, related to one (1) <br /> request for property tax refund in accordance with N.C. General Statute 105-381. <br /> d. Property Tax Releases <br /> The Board adopted a resolution, which is incorporated by reference, to release property values <br /> related to sixteen (16) requests for property tax release in accordance with N.C. General Statute <br /> 105-381. <br /> e. Applications for Property Tax Exclusions/Exemption <br /> The Board approved two (2) untimely applications for exemption/exclusion from ad valorem <br /> taxation for the 2009 tax year. <br /> f. Recognition of Florence G. Soltys within the New Central Orange Senior Center <br /> The Board received a recommendation letter from the Orange County Advisory Board on Aging <br /> acknowledging the contribution of Florence G. Soltys and stated its intent to consider adopting a <br /> resolution designating the adult day health program wing of the new Central Orange Senior <br /> Center as the Florence Gray Soltys Adult Day Health Program. <br /> Letter Supporting Continued Federal Funding for Southeast High Speed Rail <br /> The Board authorized the Chair to sign a letter supporting continued Federal funding through <br /> annual budgetary appropriations to accelerate the Southeast High Speed Rail corridor south of <br /> Washington, D.C. <br /> h. Eurosport Soccer Center Master Plan Revision and Additional Parking <br />
