A motion was made by Commissioner Jacobs, seconded by Commissioner Nelson to ask <br /> staff to develop a policy as to where defibrillators should be located within County government. <br /> VOTE: UNANIMOUS <br /> Commissioner Jacobs said that in listening to the issue about the UNC animal research <br /> facility, he thought that Craig Benedict had done a report on this and he asked to get this report. <br /> A motion was made by Commissioner Jacobs, seconded by Commissioner Pelissier to <br /> get a report on the research that has been done on the UNC animal research facility in Bingham <br /> Township. <br /> VOTE: UNANIMOUS <br /> Commissioner Jacobs said that the Board of Adjustment is meeting on Monday and a lot <br /> of residents are upset about a kennel being sited in the rural area as a Class B Special Use <br /> Permit. He suggested that the Board of County Commissioners put on a public hearing whether <br /> or not kennels should be Class A Special Use Permits. This would make it come in front of the <br /> Board of County Commissioners. <br /> A motion was made by Commissioner Jacobs, seconded by Commissioner Nelson to <br /> request a response back from Planning staff and/or the Attorney about the feasibility of changing <br /> the kennels from a Class B to a Class A SUP. <br /> VOTE: UNANIMOUS <br /> Commissioner Gordon said that there is more to this issue than a Class A versus a Class <br /> B SUP. She said that the County is in the process of developing a UDO. She suggested that <br /> there are a number of uses that the Board needs to look at with respect to location and <br /> standards, such as airports, etc. <br /> Commissioner Jacobs said that the Board has also discussed conditional use permitting <br /> and he suggested talking about things that are Class B changing to the conditional use permit <br /> process. This is for rural Orange County and not just the rural buffer. <br /> Commissioner Nelson said that last week he attended the Commission for Women <br /> meeting and there was a lot of discussion about the reorganization of the HRR department and <br /> about the reorganization of all of the boards and commissions. <br /> Chair Foushee said that she received a request from Jim Dooley requesting that the <br /> County Commissioners consider having Hog Day back on the County site where it used to be. <br /> She will pass this on to staff. <br /> Chair Foushee said that she had brought forward to the Board a request that Orange <br /> County establish a sister county agreement with a county in China. This county is prepared to <br /> come to North Carolina in June and they want from Orange County an official letter inviting them <br /> to Orange County. She has talked with Economic Development Director Brad Broadwell about <br /> how to move forward. She has also talked with the Chapel Hill-Orange County Visitor's Bureau. <br /> She asked if the Board wanted to move forward with this. <br /> A motion was made by Commissioner Nelson, seconded by Commissioner Hemminger <br /> to authorize the Chair to send a letter to the county in China, inviting them to visit Orange <br /> County. <br /> VOTE: UNANIMOUS <br /> Commissioner Jacobs said that Hog Day moved because of the construction in that <br /> area, but there has been an issue about whether or not to rent out parks and charging the public <br /> a fee to use a public facility. This was discussed a while back and these issues need to be <br />
