APPROVED 4/20/2010 <br /> MINUTES <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> REGULAR MEETING <br /> March 2, 2010 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met in regular session on Tuesday, March 2, <br /> 2010 at 7:00 p.m. in the DSS Offices, Hillsborough Commons, in Hillsborough, North Carolina. <br /> COUNTY COMMISSIONERS PRESENT: Chair Valerie P. Foushee, and Commissioners <br /> Alice M. Gordon, Pam Hemminger, Barry Jacobs, Mike Nelson, Bernadette Pelissier, and Steve <br /> Yuhasz <br /> COUNTY COMMISSIONERS ABSENT: <br /> COUNTY ATTORNEYS PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Frank Clifton, Assistant County Managers <br /> Willie Best and Gwen Harvey, and Clerk to the Board Donna S. Additions or Changes to the Agenda <br /> Chair Foushee requested the addition of a closed session item, which would be the <br /> approval and unsealing of closed session minutes. <br /> A motion was made by Commissioner Hemminger, seconded by Commissioner Pelissier <br /> to approve adding this additional closed session item to the agenda. <br /> VOTE UNANIMOUS <br /> Public Charge <br /> The Chair dispensed with the reading of the public charge. <br /> 2. Public Comments <br /> a. Matters not on the Printed Agenda <br /> Jack Pless was representing Preserve Rural Orange and said that this group is <br /> concerned about the proposed consolidated expanded UNC animal research campus in Bingham <br /> Township. This is a $27 million upgrade to a 56-acre facility that is located on Orange Clover <br /> Garden Chapel Road. It is consolidated in that UNC is moving consolidated operations from the <br /> research laboratory at University Lake to this campus. The choice of the word "campus" is drawn <br /> from UNC's own master plan for this facility. He said that UNC has used a permit by right to be <br /> able to construct this facility and the wastewater treatment outside of oversight by the County. <br /> He asked the County Commissioners to explore to what extent the County could intercede on the <br /> residents' behalf to ameliorate waste and water runoff and the discharge of untreated effluent <br /> into the creek, which is behind this facility and it is a tributary to the Haw River. He said that this <br /> facility is going to have an impact. He made reference to press releases that have announced <br />
