Staff has prepared the attached <br />memorandum in an effort to provide baseline information for further discussion. <br />FINANCIAL IMPACT: No direct financial impact. <br />RECOMMENDATION(S): The Manager recommends that the Board review the attached staff <br />memo and develop further questions and follow-up actions as it deems necessary. <br />
