Vote: Ayes, <br />4; noes, 0. <br />The Board adjourned for lunch and reoonvaned at 2 P.M. in the <br />OaRmissioners' Ran with Canxniss~~~rc Barnes, 4d'iitted, Gustaveson and 1 -- <br />Willhoit present; Commissioner Walker was absent. <br />' Agenda Item 11: HSAC Needs Assessment Report <br />~e Board agreed to hear this item early to accomodate those persons <br />who had been waiting. <br />Mr. D3Ve Biel addxesSed the BOard, c~mTrtariyjng the Needs Assessment <br />Process Proposal report (see page of this book). 'Ile Interim Assistant <br />County Manager, Mr. Rees, said Staff felt that of the amount regvestsd by <br />the HSAC, $500.00 was a more reasonable contingency figure. Ccx[missioner <br />Wi.llhoit moved, seconded by Commissioner Gustaveson, to appropriate an <br />additioonal $4,000.00 to the Manager's budget for this needs assessment <br />project. Vote: Ayes, 4; noes, D. <br />Agenda Item $: Subdivision in Planning Process in <br />Univerisity Take Watershed <br />Mr. T_„~ and Mr. Polatty of Planning Staff presented this list to <br />the Board. 'The Hoard had numerous questions referring to the length of <br />time after a sketch plan was suFznitted when a preliminary plan had to <br />lie submitted. Mr. Folatty told the Board that he felt only Forest Heath <br />and Coffey Grounds were active sketch plans; that the others had been sub- <br />mitted as early as 1977, in one case, and no f,,,±r~r work had been done. <br />Valleywood was x~mved fx~n the list because its peel, m r~,y app=oval had <br />expired. Ccx~missioner Willhoit moved, seconded b~ Ca[imissioner Barnes, to <br />those subdivisa.ons (both minor and major) for which sketch plans had been <br />surinitted prior to August 24, 1980, be subject to the moratorium on develop- <br />meet in the University Take Watershed and that those sketch plans submitted <br />after August 24, 1981, be subject also to the same moratorium; those <br />sketch plans submitted between. the aforementioned dates arc to be consid- <br />erect active for one year after their date of submission. Vote: Ayes, 3; <br />noes, 0 (Commissioner 'vhitted was not in the roaa for this wte). <br />
