John Midyette and 'Ikan WaGhhnrn, of the Audit Services Section <br />of the Human Services Depart~xtt of North Carolina reported to the Board <br />'°gardirig their bienni~7. audits. 7~e auai;~rs Said that their focus was <br />on ccEnplianc~ with regulations; that the independent auditors nixed by <br />the County did not have the real need for awareness of the particular re- <br />gulations and ccampliance with those regulations and therefore, those firn~s <br />were not duplicating efforts. ~e Hoard's concern dealt with Staff tuns <br />spent on these audits, and inTF~a5711Cf regulations Coupled with decreased <br />funding. Rile auditors told the Board that staff time spent on such audits <br />should be reimbursable as an indirect cost; the Board instructed the <br />Staff explore the passibility of reimbursement by the State for this time. <br />By a~nsensus the Eoard asked the Chair to write Mr. Norwood G. Clark in <br />Raleigh to request that the auditors be permitted to te11 Orange County <br />their suggestions for improvements within the system state--wl.de, not just <br />for mange County (regarding uniformity of the unit of cat~arison across the <br />State)- Zhe Board thanked the State Auditors for taking the time to re- <br />spond to its questians. <br />Agenda Item 5: Housi_n Authority Contracts <br />This discussion had been postponed pending the arrival of Mr. <br />Al Stevenson, Director of the Chapel Hi11 Housing Authority, and Ms. <br />Shirley Ma~hTil, Chair of that Authority's Advisory Board; both Mx. <br />Stevenscm and Ms. Marshall were welarned by the Boraxd. <br />r <br />C~[missioner Willhoit moved appraval, seconded by Commissioner <br />Gustavesan, of the Manager's re~++++?*:dation to approve the administrative <br />agr~+pnts with that Authority and to a =tzx„nar the ~r of the Board of <br />Comtiissioners to execute such agreements.
