These would be evolutionary, and not represent a <br />hard formula. <br />CHCCS recapped their themes: <br />• sound reasoning and good judgement will be part of any model <br />• capital and debt should be separate from operating <br />• percentage of budget that is fair is not answerable <br />• benchmark figures should derive from what they think needs to be in place, such <br />as Model 7 <br />
