County representatives continue to believe that school funding must be viewed in toto, as that <br />is a more appropriate context for establishing the County's annual budget and is the approach used by <br />external entities such as the North Carolina Public School Forum and the North Carolina Association of <br />County Commissioners in comparing school funding effort among the State's 100 counties. School <br />representatives remain concerned that lumping together all categories of funding in establishing <br />parameters could lead to unreasonable constraints on operational expenses in years when debt service <br />costs increase, and could lead to an inability to meet all their educational priorities in programming. <br />Attachments <br />1.
