DRAFT <br />■ relative effort (considering Orange County ability to fund, given comparative wealth); <br />5 year historical figures on percentage of school funding that has been allocated for <br />continuation/mandates vs. new initiatives; <br />other relative major impacts on County budget that must be considered (e.g. federal /state human <br />service mandates, assumption of new debt). <br />There was "agreement to disagree" on the issue of what categories to consider in the shaping of funding <br />parameters. County representatives continue to believe that school funding must be viewed in toto, as that <br />is a more appropriate context for establishing the County's annual budget and is the approach used by <br />external entities such as the North Carolina Public School Forum and the North Carolina Association of <br />County Commissioners in comparing school funding effort among the State's 100 counties. School <br />representatives remain concerned that lumping together all categories of funding in establishing <br />parameters could lead to unreasonable constraints on operational expenses in years when debt service <br />costs increase, and could lead to an inability to meet all their educational priorities in programming. <br />Attachments <br />1.
