Direct Program Services <br />Patricia Gee will hire and supervise contract staff who will provide the following direct <br />services for the participants in the program. <br />Educational and Outreach Component — Develop and implement a monthly program of <br />educational outreach services to 25 pilot program participants, 21 Dept. of Chapel Hill <br />ACHIEVE! participants and others as described in the TANF Pilot Housing grant. The <br />purpose of this educational outreach is to supplement the education relating to self - <br />sufficiency strategies that participants will receive in workshops under this grant. In <br />addition, the newsletter and other educational materials to be developed will be <br />distributed to 125 other families in TANF and Section 8 programs to assist them to access <br />education and services to enhance their ability to provide for their families. <br />A .5 FTE Education and Training Associate will be hired under contract to Gee <br />Associates, Inc. to coordinate these efforts and to assist with monthly trainings conducted <br />by program sub - contractors. She/he will report directly to Ms.Gee. <br />Case Management Component - Provide case management services for the planned 25 <br />program participants as described in the TANF Pilot Housing grant. Case management <br />will follow an intensive family- centered model, with weekly contact between the case <br />manager and participants. Project participants develop self - sufficiency goals and <br />objectives and detailed action plans for the period of their participation in the program. <br />The caseworker coordinates closely with sub - contractors managing the rental assistance <br />and utility /rent deposits /emergency funds programs. She/he is responsible for assisting <br />families to access needed services, to stay employed and to improve their employment <br />status, to access skills- building and education services, to track performance, and <br />otherwise to assist families to stay on track toward self - sufficiency and home ownership. <br />Funding would provide for a 1.0 FTE contract case manager who will report to Ms. Gee. <br />Contractor Administrative and Direct Service Capacity <br />Gee Associates, Inc., is a consulting practice specializing in services for private and public not - <br />for -profit organizations, including strategic planning and organizational development; program <br />design, implementation and evaluation; community -based program strategies and resource <br />development. Patricia Gee has close to 20 years of executive management experience in non- <br />profit organizations and has authored more than $7 million in successful foundation, corporate <br />and government grants. She is noted nationally for her expertise in creative program design and <br />in facilitating multi - organizational collaboration. Most recently Ms. Gee designed and managed <br />the new ACHIEVE! self - sufficiency program for public housing residents through the Town of <br />Chapel Hill, Department of Housing. <br />Gee Associates, Inc. was incorporated in the State of North Carolina in December, 1998. Prior <br />to that, it had operated as a sole proprietorship in the Commonwealth of Massachusetts. <br />Massachusetts clients included the City of Boston, the John F. Kennedy Presidential Library and <br />Foundation, Roxboro Community College, community -based public health coalitions in Boston, <br />Worcester and Woburn. If funded, the Orange County TANF Housing contract would be the <br />first for the firm since its incorporation in North Carolina. (Consulting resume attached.) <br />
